-Tenchi Muyo OVA Episodes 3-8 and the first and second movie (I never got the rest, since some of them I ordered form Amazon and the whole thing just got too expensive, and the others I got on a trip to Florida 4 years ago and got only the ones they had in stock in Wal-mart that day).
-All 8 volumes of the Chobits Manga.
-2 Tenchi Muyo manga volumes.
-a whole bunch of art books and certain books by Douglas Adams and Eoin Colfer (There is a tiny chance I might have found some of these in Israel if I searched every single shop in all of Haifa and maybe even beyond that - for example, I was looking for the DnD player's handguide about a year ago and the closest place they had it was a shop in Tivon. It's not worth the hopeless search if you can just get them easily at Books-a-Million or Barnes & Noble).
-GameCube games, to my knowledge, cannot be found ANYWHERE in Israel. PS2 games aplenty and maybe Xbox games too, but so far I haven't seen ONE gamecube game here. Nor a GameCube.
...And the list goes on and on.
About your question - well, it depends on the artist, really. Generally, taking commissions goes kinda like this: A person asks the artist to draw him a specific thing/character and if the artist agrees, the person sends the artist the amount of money they agreed on via Paypal, snail-mail or some other method. The artist then draws the picture and sends the person who commissioned it a print of it (or the original picture, if it's traditional art). At least, that's all I know right now. o.o If enough people are interested in buying my drawings, I'll look into it further.

about the manga - You can find all the in tel aviv ^_~
about the anime - hm , that i don't know , since all the manga and anime i have are being downloaded from the comp i can't help with that gomen
about gamecube - yup, that's a problem XD i didn't see any gamecube games as well :/
